Epstein did not keep a “Client list” no one in intelligence or organized crime would do something so stupid.
This does not mean that he didn’t have clients. But when your arguing about “the file” the FBI can say truthfully that they found no list.
The problem is the FBI could have easily created a list the same way I did by listening to the victims, staff, and reading internal communications
