i dont think it was the plan i think ISIS did this on their own, but they were only able to do that because of the guns and money and support from the WEst. They got their assed kicked in Syria and Iraq by Russia so they moved to a soft target.

Iran, the US, Saudi Arabia, Germany, France, Jordan, UAE, Turkey are all fighting ISIS in Iraq.
The US, and Russia, are leading efforts in Syria. The US and Russia are coordinating attacks in Syria. Russia is working with Israel too.
