Its from a comedy group in Sweden I guess its like SNL. They painted a guy black probably because they didn't have any actual black people. They do that in Japan too for the same reason. Sometimes its also just funny to be wht you are not supposed to be so men dress as women or asians as blacks, and vice versa.
