what does it mean 'post-stamped' september 18?

do we have evidence that links PNAC to phillip zack and the anthrax attacks other than this POST-claim of the anthrax attacks?

doesn't matter if the report about Prague was after. The report on Prague came out Sep 18th the Israelis expanded on the lie about the meeting and said oh and Atta also got anthrax from Iraqis and then the Neocons built upon that lie with another lie saying Saddam had mobile weapons labs with anthrax and VX gas. etc then aother lie and another lie it kept going. It was obviously a well planned string of propaganda. Then a month later 2002 Israel got busted running a fake al qaeda cell!
