Prohibits the Secretary of the Interior and the Secretary of Agriculture (USDA) from taking action on public lands which impede the border security activities of the Secretary of Homeland Security (DHS) (Secretary). States that the Secretary shall have immediate access to any public land managed by the federal government in order to conduct activities that assist in securing the border (including access to maintain and construct roads, construct a fence, use patrol vehicles, and set up monitoring equipment). States that a specified waiver by the Secretary of certain laws regarding sections of the international border between the United States and Mexico and between the United States and Canada shall apply to all sections of the international land and maritime borders of the United States within 100 miles of such borders with respect to the Secretary's activities under this Act.

A new house bill wants to allow the Department of Homeland Security to have jurisdiction over all federal lands on national seashores and coastal areas.
HR Bill 1505, the “National Security and Federal Lands Protection Act,” would force the Secretary of the Interior to cede authority of coastal public lands, as well as lands located along the borders of Canada and Mexico, to the Secretary of Homeland Security when the latter sees fit. It would give the Dept. of Homeland Security the ability to construct roads and fences, deploy patrol vehicles and set up “monitoring equipment” in the National Seashore with impunity. And it would waive the need for the Dept. of Homeland Security to comply with environmental laws in areas within 100 miles of a coastline or international border.

The laws from which the Dept. of Homeland Security would be exempt include the National Environmental Policy Act, the Endangered Species Act, the National Historic Preservation Act, the Clean Air Act, the Coastal Zone Management Act, the Federal Water Pollution Control Act, the Migratory Bird Treaty Act, the Safe Drinking Water Act and virtually every other piece of environmental legislation passed by Congress.
The bill is not without opposition. Congressman William Keating , who also sits on the House committee for Homeland Security, is concerned about the language in the bill as it appears to allow for outright destruction of parts of the United States as long as the DHS claims that there is some sort of security risk. There are also massive environmental and legislative problems to be taken into consideration as well.
…the proposed legislation would give unprecedented authority to a single federal agency to destroy wildlife habitat and wetlands, impair downstream water quality and restrict activities such as hunting, fishing and grazing. It would leave Congress and the public without a voice, even though at stake are hundreds of popular destinations,” including Glacier National Park, the Great Lakes, the California coastline and Cape Cod, said Jane Danowitz, director of U.S. public lands for the Pew Environment Group.

Areas in which environmental laws would be waived under the proposed law include the entire border of Alaska, most of Puerto Rico, all of Hawaii and all of Florida. Other national parks that be would affected include Olympic National Park and Mt. Rainer National Park in Washington, Carlsbad Caverns in New Mexico, Big Bend National Park in Texas, Acadia National Park in Maine and Cape Hatteras National Seashore in North Carolina.
This is far too sweeping legislation. It essentially allows the DHS to do whatever it wants, including destroying habitats and coastlines, all in the name of security. There would be no oversight and no recourse for anyone or anything in the affected areas.

When is this overreaching of government going to be enough? Would you like to visit any of the places named above if they were swarming with armed military, checkpoints, and “random” stops, especially if you had no recourse to complain about them? What are the “other purposes” in this bill and just how far will it be stretched to fit the mission of the DHS as it changes day to day? We need to stop this bill while it’s still in committee. Once it becomes a law, these former parks and seashores will no longer be a place for a family to enjoy a weekend together. It will be a militarized border, questionable to no one.

It's going to be enough when they have linked up national parks so military units can basically negotiate the world through tracts of land that are unoccupied by other humans. So they're off limits to us under the guise of protection of animal species but they won't be off limits to the military. I hear that in Africa Agenda 21 is in full swing and the military is using the unoccupied tracts of land for testing, planning, etc. Same way they did nuclear testing in the 50's in the desert I guess.

It's a crazy crazy fucked up whirled.

I told you so this was back in back in June on 09. Skip to 5:25 I said exactly what they were going to do and they did it. No one would listen to me. I didn't have a "group" but I was right. And I was the only one to actually physically go to DC and lobby. And I had a bill in congress issued to over turn all of it. I spend my own money no funding to go do what should have been done in 07 I wasn't there because I was in Japan. I even got Kay Hagan to co-sponsor the bill so that it was bipartisan. Burr refused to call a hearing and it died in committee. OBPA and the rest wasted time, well meaning sure but so what, just running in circles pussy footing with state legislators and giving the county commissioners a pass when they are the ONLY legislative body involved and they are who signed off and sold us down the river they made it possible for a judge to create a decree thus over turning the law.

I explained it over and over again to people but in Hatteras it's like beating your head against a tree. People are so god damn ignorant and thick headed. They love the county commissioners. Those ignorant fucks didn't even know the judge was appointed. They don't understand Basic processes. You get what you deserve, and dumb people elect each other and that is why the island is in a sink hole. Everything from the schools the county government are run by fucking retards. It's embarrassing, I had to explain to congressmen that our representatives simply "didn't know" a judicial body couldn't overturn the law and close any beach without consent of the legislative. That's what CONSENT decree fucking means but noooo we're dealing with people who can't even draw up proper zoning laws, who let Rodanthe sit underwater, who pick their nose as Basknight just hired his own companies to reconstruct things and over charged by tens of millions! We might as well just not have a local government that would do less damage. They don't have a god damn clue what they are doing yet the snowed the public with this lessor fo two evils bullshit when that was NEVER the case.

If you want to fix this shit then listen to me. No one has to like me, But you need to listen to me because I'm right. Yes, I'm mean to idiots. So what. There should be a caravan of islanders in DC all going into the offices of the committees in charge one after another back to back and stay there until they hold a hearing on the bill and pass it. No excuses. You are certainly losing more money talking to the wind and holding feel good meetings producing little more than bumper stickers than you will lose traveling once to Washington.
